- The return-to-work program goal exists in the worker's labor market.
- The worker meets the minimum qualifications for the return-to-work goal, or will meet the minimum qualifications at the conclusion of their retraining program.
- The worker has transferable skills required for the job.
When evaluating reasonable commuting distance in the labor market, consider:
- Limitations of the worker based on the injury and the pre-existing conditions.
- Commuting style of the worker (e.g. cost, time and common mode of commuting within the worker's labor market).
