L&I is working closely with stakeholders to develop a new performance assessment system. This new system will be phased in and will replace the
Complexity-Adjusted Cost Outcome (CACO) measure.
The new system
- Establishes criteria for quality and effectiveness.
- Monitors provider performance.
- Makes referrals based on the criteria.
Accomplishments through 2007
- Stakeholder Feedback Report summarizes desired performance of vocational providers and important values of a measurement system based on extensive outreach efforts.
- Criteria and Values (59 KB PDF) contains the foundation for the new system. It defines quality and effectiveness of vocational services and values of the measurement system.
- Team Charter (48 KB PDF) describes the teams who explored possible methods for assessing performance. The teams were called Methods for Assessing Quality (MAQ).
- Proposals (119 KB PDF) describe the top seven ideas from the MAQ teams for how L&I could assess vocational performance.
What's next?
Phase 1 - Replace CACO with Percent Useful Outcomes (2008):
- Obtain feedback about proposed designations for closing codes (May).
- Inform stakeholders via the Vocational Technical Stakeholders Group (VTSG), L&I Spring Vocational Conference, Internet, and ListServ. Begin first data sample period after communication (June).
- Educate referral sources to use the measure of percent useful outcomes as a general indicator in conjunction with other aspects of vocational quality (September).
- Replace CACO on vocational referral screen (VOCC) with a measure of Percent Useful Outcomes (October 1).
Phase 2 - "VRC Profile" (2008 - 2009):
- Solicit ideas from MAQ team and other stakeholders about data/information that could be useful for the "Profile" (summer 2008).
- Develop "Profile" (fall 2008).
- Educate stakeholders (winter 2008).
- Implement the "VRC Profile/Status Report" (spring 2009).
Phase 3 - Independent assessment (2009).
Ongoing - Evaluate and continuously improve the system.
