Starting October 1, 2008, a new measure of "percent useful outcomes" will replace Complexity-Adjusted Cost Outcome (CACO) on the vocational referral screen (VOCC).

Useful outcomes generally include return to work, able to work, eligible for further services, and not eligible for further services. Designations of referral closing codes (29 KB PDF) show each vocational closing code and its designation of useful, not useful, or neutral. These were revised June 2008.

This new measure is Phase 1 of plans to develop a new performance assessment system. Phase 2 will add other key data and information for a more complete representation of the Performance Criteria (59 KB PDF).

Phase 1 and Phase 2 are intended to support better referral decisions by providing L&I staff with information about the quality and effectiveness of vocational services. This is expected to improve referral results and reduce repeat referrals that are 2 goals associated with the Vocational Improvement Project (VIP).
