The purpose of this rulemaking is to review the Apprenticeship Rules (Chapter 296-05 WAC) for possible changes relating to objections of apprenticeship program standards.246.

The apprenticeship system in this state is authorized under the federal system of apprenticeship, specifically 29 CFR Part 29 and Part 30. The federal government recently published updated rules and gave the states authorized under the federal system two years from December 28, 2008 to come into compliance. Rulemaking is needed to address past policies that address the federal changes.567.

The department will work with the RCW/WAC subcommittee and interested stakeholders to draft amendments to the Apprenticeship rules. Specifically, the subcommittee will discuss changes to the rules that would require all new program and new occupations for existing programs recommend for approval by the Washington State Apprenticeship and Training Council to be given provisional approval for a period of one year.492.
