Chapters 296-307 (Safety Standards for Agriculture), 296-800 (Safety and health core rules), and 296-839 (Content and distribution of material safety data sheets [MSDSs] and label information).

DOSH is updating its rules in order to comply with an OSHA mandate and remain as effective as OSHA in light of their adoption of the United Nations Globally Harmonized System of Classification and Labeling Chemicals, effective May 25, 2012 (29 CFR 1910.1200, Hazard Communication, Toxic and Hazardous Substances). OSHA has stipulated a staggered implementation period ending June 1, 2016, by which point the necessary amendments to affected DOSH rules must be adopted.727.

Temporary Worker Housing (Chapter 296-307 WAC, Part L and Part L-1)

L&I is jointly proposing rules with the Department of Health (DOH) to rewrite and clarify existing requirements relating to temporary worker housing and cherry harvest camps. L&I and DOH have joint rules for licensing, operation and inspection of temporary worker and cherry harvest housing as required by RCW 70.114A.065 and RCW 49.17.310 to enforce these rules. L&I is also proposing consolidating the cherry harvest camp requirements in with temporary worker housing for cohesive purposes.712.

Globally Harmonized System (GHS)

The Occupational Safety and Health Administration (OSHA) adopted the final rules updating its Hazard Communication Standard into alignment with the Globally Harmonized System of Classification and Labeling of Chemicals (GHS). The department is required to update our rules in Chapter 296-307 WAC Safety Standards for Agriculture to be at least as effective as OSHA.707.
