Job Summary:

This position serves as an expert consultant to executives and managers to increase leadership capacity, improve organizational performance, and deliver effective results. Conducts in-depth assessments of organizations, programs, and situations to identify and fully understand complex or sensitive issues and problems. Identifies options, makes recommendations to agency leaders and proactively takes appropriate action.

The Management Consultant will:
  • Conduct in-depth evaluation and analysis and facilitate organization change efforts using accepted models, theories, and practices in the field of organization development. Make recommendations to executive management about action and approach.
  • Provide expert advice and consultation in leadership, systems thinking, process improvement, and problem solving.
  • Enhance leadership capacity to resolve complex or sensitive agency problems and deliver improved results. Function as an expert in mediation, communication, and group process.
  • Design improvement strategies and systems using effective information gathering methodologies. Assess and interpret information collected to create new insights or levels of understanding for agency leaders in a way that leads to more effective decision making.
  • Produce or oversee production of complex reports for executive management, the Legislature, other government entities, worker and employer communities, and other special interest groups.



Preferred Qualification:

A Bachelor's degree involving major study in industrial psychology, industrial sociology, behavioral science, organization development, industrial engineering or closely allied field AND five years of management experience (additional qualifying experience will substitute year for year for education).

 

Demonstrate knowledge of: Organizational behavior/change management tools and techniques, including the ability to conduct assessments aimed at identifying change readiness, change impact, needs, and risks, as well as stakeholder engagement and management techniques.

 

Skills and Abilities:
  • Skilled in mediation, communication, and group processes.
  • Excellent written, verbal, and interpersonal communications skills.
  • Skilled using Microsoft Word, PowerPoint, Excel, Outlook calendar, and electronic mail.
  • Ability to achieve results with little need for oversight.
  • Employ expertise, credibility and partnering to help clients identify, evaluate and resolve complex or sensitive issues, problems, and service needs.
  • Think creatively and strategically to successfully mediate and negotiate with individuals and groups internally and externally.
  • Manage projects and programs ensuring efforts are coordinated to achieve goals and objectives.
  • Analyze data and information, evaluate options, form conclusions, and make clear and rational decisions.
  • Able to balance competing priorities, complex situations, and tight deadlines.
  • Develop trusting relationships with executives, managers, staff, and external stakeholders by maintaining the highest standards of personal/professional and ethical conduct.
