Job Summary:

The Prevailing Wage Economist performs economic analyses of the construction industry by conducting wage and hour surveys for established trades and occupations within the industry. These surveys provide the data for complex and comprehensive statistical analyses. These statistical analyses are accomplished through the application of economic theory, the principles and techniques of wage-and-hour surveys, the analysis of fringe benefits, and other economic aspects and tools.

 

The Prevailing Wage Economist will:
  • Design, conduct and direct the wage and hour, and wage update surveys for the Prevailing Wage Program.
  • Plan and conduct complex surveys and studies of labor economics, including the feasibility of the data gathering techniques.
  • Research labor classifications and practices in the construction industry.
  • Act as a technical resource and advisor to the Prevailing Wage Program Manager and other interested persons on matters of wage statistics and other principles of labor economics.
  • Design and maintain a system for documenting labor economic statistics.
  • Coordinates the development of information systems that support the surveys, economic analyses and Prevailing Wage Program.
  • Administer the information systems of both surveys: wage update and wage-and-hour.
  • Supervise Prevailing Wage Data Compiler 3.


Preferred Qualifications:

A Master's degree in economics, statistics, public finance or closely allied field; and two years of professional experience in economic analysis and survey methodology, or one year as an Economic Analyst in State service.

Professional experience in economic analysis may be substituted, year for year, for the required education, provided a Bachelor's degree in economics, public finance or closely allied field has been attained.

  • Conduct and statistically analyze surveys within a major industry or economic activity.
  • Use data to assess and understand issues, evaluate options, form conclusions and make decisions.
  • Define, develop, and conduct special studies and/or surveys of an economic or revenue.
  • Prepare and present written and oral reports on studies and/or surveys conducted.
  • Analyze proposed or recently enacted legislation.
  • Develop methodologies for measurement, estimation, and forecasting of economic trends and impacts.
  • Planning skills, form goals, objectives, timelines, action plans and solutions.
  • Easily adapt to changing business needs, conditions and work responsibilities.
