The Chief of Claims administers and manages the State Fund claims operation. This program manages injured worker claims and provides workers’ compensation benefits associated to industrial injuries. The Chief of Claims is responsible for the overall financial and operational integrity of the State Fund claims program. As the 8th largest workers’ compensation carrier in the nation, the Washington State Fund manages the claims of two-thirds of Washington’s injured workers who are employed by approximately 160,000 Washington employers. The State Fund provides workers’ compensation benefits associated with the 150,000 industrial injuries which occur each year.

As a member of the agency's Leadership and Executive Management Teams, the Chief of Claims plays a significant role in developing and managing the Department's strategic and policy direction.
The Chief of Claims is accountable for overall financial and operational integrity of the State Fund claims program. Integrating the needs of a statewide operation of this magnitude, the Chief of Claims directs senior-level Industrial Insurance managers to ensure that State Fund program, systems and processes operate efficiently and effectively. This program is responsible for ensuring injured workers receive timely benefits and medical services, vocational and legal aspects of their claims are adjudicated consistently and in accordance with laws, rules and department policies and procedures. The Chief of Claims must address unforeseen problems as they arise, employing creative thinking to provide both short and long term solutions. Evaluates existing State Fund subprograms, systems and procedures and designs, develops and implements program and technological initiatives to continually improve service delivery. Adjudication, process changes and technological initiatives apply statewide and effect injured workers, their employers and a variety of medical and vocational providers, as well as State Fund staff who adjudicate these claims and the other department programs which use the department’s mainframe system.

This position is responsible for a $27 million biennial budget and oversees the responsibilities of 425 staff.

 

Desired Qualifications include:

  • Experience evaluating State Fund subprograms, systems and procedures, developing and implementing program and technological initiatives to continually improve service delivery.
  • Expertise in workers’ compensation and related case law.
  • Significant experience leading and managing in a complex organization.
  • Experience managing a workers’ compensation claims operation.
  • Successful program management history. Includes aligning daily operations with organization priorities and successfully managing people in a performance-driven environment.
  • Progressive responsibilities within the workers’ compensation industry.
  • Experience with performance management and staff development initiatives.
  • Budget development and management experience.
  • Direct involvement or oversight of development and implementation of significant systems efforts from a business/management perspective.


Compensation:
EMS Band 4, $81,540 – 106,968 annually depending on qualifications.
