The Division of Occupational Safety & Health (DOSH) administers the State of Washington’s Workplace Safety & Health Program, a state plan operation under agreement with Federal OSHA, and serves the public by protecting the safety and health of Washington’s 2.8 million workers.

 

The Statewide Compliance Manager:

This highly experienced occupational safety and health leader manages a statewide enforcement program with six service regions and 21 field offices. Works collaboratively as a member of the DOSH Management Team with the Assistant Director and five other senior managers to lead and steer the Division, including developing strategic plans and goals, program policies and new initiatives that will help drive down occupational injury, illness and fatality rates.

You will also:

  • Provide strong leadership and guidance to six Regional Compliance Managers and a central office Compliance Support Manager.
  • Monitor and oversee field activities, ensuring appropriate placement and deployment of qualified, trained, professional safety and hygiene inspectors and supervisors.
  • Ensure that enforcement staff follow operational policies, employ sound investigative techniques, and treat employers and employees in a fair and consistent manner.
  • Work in partnership with the Construction & Specialty Services Senior Manager to ensure consistency of inspection policies and practices across all industries.
  • Implement a thorough supervisory review and approval process for inspection reports and citations, resulting in enhanced quality and statewide consistency.
  • Manage willful and complex case inspection and review process.
  • Assess results of changes to inspection targeting lists and determine whether changes in strategy are needed.
  • Adjust statewide compliance priorities as needed to meet overall program goals and dynamics of associated industries.
  • Develop, manage and control a $28 million biennial operating budget.
  • Consult with Assistant Director on significant issues affecting the Compliance program including organizational issues, high profile enforcement cases, and major program initiatives.

 

Qualifications of the successful candidate:
  • Degree in Public Administration, Business, Political or Social Science, Occupational Safety, Industrial Hygiene or other scientific field, OR Equivalent years of work experience in mid-level or higher management.
  • Professional certification as a Certified Industrial Hygienist (CIH) and/or Certified Safety Professional (CSP) is preferred but not required.
  • Five years of progressively responsible public sector management and leadership experience including experience above the first supervisory level.
  • Expert knowledge of federal and state occupational safety and health programs, policies and regulations.
  • Advanced knowledge of and experience with regulatory, legislative and budget processes.
  • Experience developing, implementing and monitoring strategic plans, goals and performance measurement systems, and ability to achieve measurable results.
  • Proven ability to work effectively in a highly political environment with business and labor stakeholders, legislators, advisory committees, and other state and federal agencies.
  • Effective public speaking and written communication skills.
  • Skilled in managing people including knowledge of employment law and labor contracts, recruitment and fair hiring practices, performance management and corrective action, staff development, coaching and mentoring, and motivating and empowering staff.
  • Strong commitment to providing a safe and healthful workplace for staff, and ensuring employers provide the same for all workers.

 

Compensation:

EMS Band 3 $80,000 – 100,000 annually depending on qualifications.
