Technical Services Manager is responsible for strategic direction of occupational safety and health technical programs, internal training, and industrial hygiene laboratory which supports DOSH’s enforcement and consultation programs. Your significant role is to work collaboratively with all DOSH programs and services to strengthen and enhance the Division’s overall level of safety and hygiene expertise, including but not limited to supporting the development of standards, performing technical reviews, providing guidance and hazard abatement solutions, and ensuring the professional and technical development of staff.
Reporting to the division’s Assistant Director, you’ll manage and oversee a biennial program budget of $5.6 million plus 30 staff including mid-level managers, chemists and laboratory technicians, industrial hygienists, safety and health specialists, an occupational nurse consultant, a conference coordinator and administrative staff. As a senior manager and member of the DOSH management team, this position helps set DOSH’s overall strategic direction.

Key responsibilities:
  • Provides strategic and technical guidance to all DOSH safety and health programs ensuring accurate and consistent interpretation of division policy, and provisions of the WA Industrial Safety and Health Act (WISHA).
  • Provide guidance on implementation problems arising from interpretation of codes, policies and procedures that direct and define WA State safety and health program.
  • Ensure that a robust statewide internal training program strategy is developed and implemented, using educational partnerships with federal OSHA and industry to ensure DOSH safety and health professionals are knowledgeable and competent.
  • Ensure that employers provide safe and healthful working conditions for WA workers through development of consistent, fair and responsible operational policy that reinforces management responsibility and employee participation in reducing safety and health hazards and creating safe workplaces.
  • Constantly strive to develop and implement programs and services that will reduce the occupational injury and illness rate in WA State.
  • Participates with DOSH senior management team in development and implementation of strategic plan to support agency’s priorities and Division mandates.
  • Mentor, lead and guide staff to be productive, professional and effective in accomplishing their duties. Set clear, reasonable performance expectations and monitors outcomes. Promote a collaborative work environment; work with staff to solve challenges with service delivery.
  • Support effective communications throughout the organization. Maintain highest standards of personal, professional and ethical conduct and supports state’s goals for a diverse workforce.

Desirable qualifications:
  • Highly experienced Occupational Safety & Health professional with extensive technical knowledge of Federal OSHA or State Plans like Washington’s WISHA program.
  • Degree in Public Administration, Business, Political Science, Occupational Safety, Industrial Hygiene, Chemistry or related field.
  • Professional certification as a Certified Industrial Hygienist (CIH) and/or Certified Safety Professional (CSP) will be considered favorably.
  • Program management experience.
  • Supervisory experience which involved multi-disciplinary technical staff is desirable.
  • Comprehensive knowledge of occupational safety and health regulations. Ability to interpret and communicate technical codes.
  • Ability to think and plan strategically, develop and implement performance measurement systems and achieve measurable results that are critical to the agency’s mission.
  • Skills to manage perceptions in a highly political environment; build partnerships; and, address the sometimes competing priorities and diverse interests of internal and external parties.
  • Experience with regulatory, legislative and budget processes.
  • Effective public speaking and written communication skills.

Compensation:

(WMS Band 3) $71,664 – 99,120 annually, depending on qualifications.
