  • Unpaid wages collected: $2.1 million.

Leadership Team

“Keep Washington safe and working”

L&I's various and diverse programs are led by a group of hard-working professionals and subject matter experts known as the department's Leadership Team. In addition to leading their own programs on a day-to-day basis, this group works together to determine future direction and policies for the entire organization. In essence, they are L&I's brain trust.


Biographies

Joel Sacks

Joel Sacks, Director

Joel Sacks is the Director of the Department of Labor and Industries. Between 2004 and 2011, he worked at the state Employment Security Department serving as deputy commissioner and assistant commissioner for the Budget, Policy and Communications Division. Prior to joining Employment Security, he was deputy director of field services at L&I. He also served 4 years at the Occupational Safety and Health Administration in the U.S. Department of Labor. Joel holds a bachelor's degree in political science from Haverford College and a master's degree in public administration from Syracuse University's Maxwell School of Public Affairs. He lives in Olympia with his wife and 2 girls.


Ernie LaPalm

Ernie LaPalm, Deputy Director

Ernie LaPalm has been the Deputy Director since December 5, 2005. Previously Ernie served as the Deputy Assistant Director for Insurance Services since May 2003. Prior to joining Insurance Services Ernie worked for seven years for Specialty Compliance Services. He was the Acting Assistant Director and then the Operations Manager handling most of the day-to-day operational aspects of the division. He was involved with budget, human resources, information technology, regulatory and legislative issues as well.

Ernie has also worked in human resource positions, including Human Resource Manager, overseeing the personnel, payroll and labor relations services for L&I. He also served as the Executive Director for the Secretary of State's Productivity Board.
