New L&I Elevator Chief

Hello! For those of you who haven’t met me yet, my name is Jack Day.

I hail from Illinois with a short stint in Missouri, and have been working in the elevator trade since 1989. In 1999, while I was working as a supervisor for a major elevator company, Missouri enacted a law requiring that elevators be inspected only by people with the Quality Elevator Inspector certification. This began my experience with this creature called ASME A17.1.

I and many of my peers thought the company I worked for was the code and that anything different from the state was ludicrous and just not needed. I fought with it at every chance I could, but I also used it as an ally when selling an upgrade or modernization.

In 2001, I set out to do something positive for the industry, ordered my set of code books, and started training to become a QEI-certified inspector. Oh, boy I had no idea there were so many rules associated with an elevator! I gained a whole new perspective on the need for an elevator code as my knowledge of the code increased and I learned why they were developed. I came to understand that the code was developed primarily for the safety of the people who ride them and to help ensure a level playing field for competitors in the industry.

With that in mind, my desire as Washington's elevator chief is to strive for two things:

  • First, public safety; maintaining conveyances within their set design criteria so that they are a convenient, reliable and uneventful means of travel.
  • Second, having clear, concise standards to follow for design, installation, repair and maintenance of conveyances. Standards create the foundation for public safety and set up a level playing field for you and me as we ensure public safety and maintain a thriving conveyance industry in our state.

Continuing education

For those of you seeking continuing education credit hours, L&I has been in contact with three industry suppliers: NAEASI, NEII and Elevator World. We expect to receive documentation by the end of July that will allow us to approve their training courses. Once the courses are approved, we will post the names of the approved continuing education suppliers on the L&I web site. Legislature approves four new inspectors

Last session the Legislature approved and Gov. Gregoire signed into existence four new full-time employees for L&I’s Elevator Program. Three positions will be new inspectors who will improve our ability to respond to inspection requests, and the fourth will be a central office staff person to provide faster processing of documents and allow us to respond more quickly to questions sent to us by phone or e-mail.
