L&I's plumber certification program assures the plumbing industry of a qualified workforce to ensure safety for consumers, workers and the general public.
Statistically, we:
- Certify more than 4,900 journeyman plumbers and 1,100 residential plumbers.
- Provide oversight for 3,400 plumber trainees.
- Provide oversight for 500 medical gas installers.
- Test an average of 700 plumbers per year.
- Visit more than 15,000 job sites and verify the certification of plumbers each year.

Addressing the needs of industry and public safety
The plumber certification program continues to grow based on industry needs and the introduction of new safety challenges such as medical gas piping.
Responsive to public policy
The Governor’s Advisory Board for Plumbers and L&I hold quarterly public meetings to increase public awareness on issues that affect the plumbing industry
Where we are going
Enhanced public safety through technological enhancements
We're developing hand-held computer systems that enable us to more effectively identify non-certified plumbers who may be performing sub-standard work while in the field.
Improved public awareness of plumber certification laws
We're distributing information via pamphlets and the Internet and extending community outreach to home shows, county fairs and the business community.
Enhanced public/private partnerships
Enhanced stakeholder involvement, including more interaction with the Plumber Advisory Board and other industry representatives will ensure a collaborative policy-making process.
