Note: You no longer need a digital certificate (a service
you have to pay to use) to submit Prevailing Wage Intents and Affidavits
online. Now you can register for a logon
ID and password (a free service) to submit Intents or Affidavits.
What is a digital certificate?
It is a secure paid service that:
Provides an electronic means of proving your identity.
Encrypts information so that only the intended recipient can read
it.
Verifies someone actually sent a transmission.
There are three certificate levels. Which one do I need?
A minimum of an "Intermediate Assurance Level" digital certificate
is required. If you purchase a "High Assurance Level" certificate,
it will allow you to access all your Transact
Washington services.
What are the computer requirements for submitting Intents and Affidavits using a digital certificate?
Your computer must have Internet
Explorer 5.X or 6.0, with 128-bit encryption.
Does it cost money to get and/or use a digital certificate?
There is an initial fee that must be paid by credit card at time of application, plus annual renewal fees.
How do I apply for a digital certificate?
Go to Transact Washington.
Select Apply for a Certificate.
Select certificate level (Intermediate or High)
Select desired storage mechanism (USB token or SmartCard).

What if I want to change the security level of my certificate level later on?
If you renew and/or change the security level of your digital certificate,
you will need to cancel your PWIA access with your old (current) digital
certificate prior to renewing and reestablishing your access to the PWIA
under your new security level. Otherwise, you will not be able to use your
new/revised digital certificate to file Intents and Affidavits.
Using your digital certificate, go to Transact
Washington.
Go to MyTransact.
Remove the LNI-PWIA service.
With your new digital certificate, go to Transact
Washington again.
Register your certificate.
