This issue can occur with telephone modem Internet access users. As stated in the eligibility requirements, the system may not be reliable for modem users because of the large amount of data and the data has not finished loading. Verify that the "Paste Selections" is visible at the top and the bottom of the list before clicking this button or the Enter key. The page will become active once it is fully loaded. Depending on the modem speed, you may still be able to use it. If the "Paste Selections" button at the bottom is not visible, the data has not finished loading. It is recommended that you switch to DSL or other broadband Internet access.
