L&I is engaged in two rulemakings for the Contractor Registration and Plumber Programs. The first rulemaking considers changes to the contractor registration rules under chapter 296-200A WAC, to implement Second Substitute House Bill 1534 (2SHB 1534) (Chapter 213, Laws of 2023), Strengthening protections for consumers in the construction industry. The changes under consideration are necessary to administer a new Homeowner Recovery Program to ensure construction consumers have access to the program’s recovery payments. L&I filed a CR-101 Preproposal Statement of Inquiry on May 6, 2025 (WSR 25-10-080).

The second rulemaking considers amendments to the Contractor Registration and Plumbing Contractor licensing rules under chapters 296-200A and 296-400A WAC, to fully transition to an online insurance system. Insurance companies would have to submit insurance documents and information electronically through the Electronic Bond and Insurance Policy System (EBIPS). L&I filed a CR-101 preproposal on April 22, 2025, under WSR 25-09-152.

L&I is also planning to engage in rulemaking to increase fees by the fiscal growth factor for plumbers. The current fee levels are inadequate to cover program expenses. The fee increases are needed to cover operating costs for the Plumbers Program.
