Labor & Industries (L&I) is engaged in three separate rulemakings for amendments to the electrical rules under Chapter 296-46B WAC.

First, L&I is considering amendments to state electrical rules as a result of adopting the 2026 National Electrical Code (NEC). L&I reviews the state electrical rules every three years, to ensure consistency with national electrical safety standards and industry practice. L&I filed a Preproposal Statement of Inquiry (CR-101) on December 16, 2025 (WSR 26-01-100).

Second, L&I is considering amendments that would affect requirements for installing electric vehicle supply equipment and electrician and administrator competency examinations. The amendments are necessary to implement Substitute Senate Bill 5528 (SSB 5528) (Chapter 233, Laws of 2025) that passed the legislature this year and to streamline examination requirements. L&I filed a CR-101 Preproposal Statement of Inquiry on August 5, 2025 (WSR 25-16-098).

Thirdly, L&I is considering amendments to increase fees by the fiscal growth factor of 6.51% for the public safety programs. This includes Contractor Registration, Electrical, Elevator, Factory Assembled Structures (FAS), and Plumber services. The fee increases are needed to cover operating costs for the programs. L&I filed a CR-101 Preproposal Statement of Inquiry on December 2, 2025 (WSR 25-24-091).
