Details

Labor & Industries (L&I) is engaged in two separate rulemakings for amendments to the electrical rules under Chapter 296-46B WAC. The first rulemaking proposes amendments that affect safety codes, temperature ratings for certain non-metallic sheathed cables, and renewal of training certificates. The amendments are necessary to adopt the 2026 edition of the National Fire Protection Agency (NFPA) 70, the National Electrical Code (NEC), in the state of Washington and to make other rule updates. L&I filed a CR-102 Proposed Rulemaking on September 2, 2025 (WSR 25-18-089). If adopted, the amendments would take effect December 19, 2025.

The second rulemaking considers amendments that would affect requirements for installing electric vehicle supply equipment and electrician and administrator competency examinations. The amendments are necessary to implement Substitute Senate Bill 5528 (Chapter 233, Laws of 2025) that passed the legislature this year and to streamline examination requirements. L&I filed a CR-101 Preproposal Statement of Inquiry on August 5, 2025 (WSR 25-16-098).

L&I is also planning to engage in future rulemaking to consider fee increases by the fiscal growth factor for electrical. The current fee levels are inadequate to cover program expenses. The fee increases are needed to cover operating costs for the Electrical Program.
