L&I adopted a fee increase by 6.22% to cover operating expenses, including new technology improvements for the Factory Assembled Structures (FAS) Program (WSR 23-21-084). The fee increase is the maximum allowed by the state Office of Financial Management for fiscal year 2024. The new fees will take effect December 1, 2023.

L&I filed a CR-101 preproposal statement of inquiry to consider changes to the factory assembled structures rules on September 19, 2023 (WSR 23-19-075). The changes affect L&I’s Factory Assembled Structures (FAS) Advisory Board, and distributing inspection insignia to manufacturers of recreational vehicles. These changes are necessary after passage of two bills in 2023 that took effect July 23: House Bill 1514 and Senate Bill 5089.

Updates on the status of these rulemakings will be provided during the quarterly FAS Advisory Board meeting.
