Details

The Division of Occupational Safety & Health (DOSH) plans to initiate rulemaking for chapter 296-56 WAC, Safety standards-Longshore, stevedore and waterfront related operations.

The purpose of this rulemaking is to align the standard with the Federal Occupational Safety and Health Administration (OSHA) requirements for marine terminals in 29 CFR 1917, Subpart A; and Washington State House Bill 1706 (HB 1706) regarding drayage truck operators access to restrooms when operating in/on a port or rail yard property. New requirements include access to restrooms and space for lactation. The Departments of Health and Labor and Industries have jurisdiction to enforce the requirements set forth in HB 1706. In addition, this rulemaking may include other housekeeping and formatting items.

L&I invites parties interested in longshore, stevedore and waterfront related operations to a virtual stakeholder meeting. During the meeting, L&I will provide a brief presentation covering why L&I believes rulemaking is necessary, share the current draft language, followed by an open forum for questions and comments. L&I welcomes stakeholder feedback.
