Purpose

The purpose of this rulemaking is to implement requirements of 2022’s Engrossed Substitute House Bill 2076 (ESHB 2076) concerning rights and obligations of transportation network company drivers and transportation network companies. This new law provides workers’ compensation insurance coverage to TNC drivers during platform dispatch and passenger dispatch time, among other rights and protections. Drivers previously exempt from workers’ compensation coverage will be covered starting January 1, 2023. TNCs will report and pay for coverage. This rule proposal amends the reporting and classification rules to address the new requirements.
